1 young person, 1 solution" plan: support for young people's recruitment

The government has mobilized an envelope of 6.7 billion euros to help young people who have recently entered the job market, in a particularly complex context due to the health crisis. The 1 jeune 1 solution plan, launched on July 23, 2020, provides for numerous measures, including help with hiring young people under the age of 26.

The 3 components of the 1 young person 1 solution plan

The 1 young person 1 solution plan has 3 objectives:

  • facilitate entry into professional life,
  • guide and train young people in the trades of the future,
  • and support young people who are far from employment.

To facilitate young people's entry into working life, particularly for the 750,000 who will be entering the job market in September 2020, the plan includes a number of measures.

3 main systems have been introduced or strengthened:

  • hiring assistance for companies,
  • exceptional assistance for companies recruiting young people on work-study schemes,
  • as well as a recruitment bonus for young people living in priority neighborhoods.

Under the 1 young person, 1 solution training plan, 100,000 new pre-qualifying or qualifying training courses are planned, as well as training in the care sector (orderlies, nurses, home helps).

For the start of the 2020 school year, many CAP and BTS vocational training courses have opened up additional training places, and personalized support has been set up for school dropouts aged 16 to 18.

Lastly, 300,000 tailor-made integration paths have been designed to support young people who are the furthest from employment. Several schemes have been strengthened, such as the Contrat Initiative Emploi, the Garantie Jeunes and the Parcours Emploi Compétences.

Hiring assistance for businesses

To make it easier for young people to enter the world of work, a recruitment aid scheme has been set up. It is open to all companies and associations, whatever their size or sector of activity. VSEs, SMEs and ETIs are all eligible, as are larger companies.

Worth 4,000 euros over one year for full-time employees, this aid is paid to any company hiring a young person under the age of 26 between August 31, 2020 and January 31, 2021. The contract must be for a minimum of 3 months, whether it's a fixed-term contract (CDD), a permanent contract (CDI) or a temporary contract (CDI intérimaire).

Two other conditions must be met:

  • remuneration must not exceed 2 times the SMIC,
  • and the employer must not have made an economic redundancy for the position in question since January 1, 2020.

This aid only applies to new hires, so any renewal of a fixed-term contract started before August 1, 2020 is not eligible. In addition, it cannot be combined with any other State aid for integration, access or return to employment. Lastly, the aid is not paid during periods when the employee is on short-time working.

To benefit from this hiring aid, you need to connect to the teleservice platform of the Agence de services et de paiement, and provide a copy of the employment contract, the young person's ID and that of his or her representative.

The aid is paid to the employer at the end of each quarter for a maximum period of one year, on presentation of a certificate of attendance by the employee.
